Well, it seems that this was a deliberate change by the developers and
the AlwaysRestartServer option is now deprecated and even ignored.
They've forgotten to remove it from defaults.conf though and add an

Now that Hompage: is legal in debian/control, it should be promoted
instead of the Homepage pseudo-field in the package's description.
