Concerned about the high number of rejected ballots, I want
and manually checked them out. Here are the annotated notes I took,
sorted fiurst by gpg error message, then by the type of MIME
encoding, and finally, by the sending MUA.
I must confess I am impressed by mutt.

Since the LDAP server at db.debian.org is misbehaving, the
vote engine is not fully operational. The ballots are being received
and stored (and gpg processing is still happening), but the ballots
are not parsed and tallied, and hance acks are not being generated.
