[Bug 124455] introducing an attribute for spacing between paragraphs with the same paragraph style

Hello! With bug 124455 I propose a better handling of the formatting of lists and other text blocks in writer. Would anyone have a look on it if this change could be introduced in the next time? Or will it depend on a change of the document format?

Hello! In my opinion it would be a good idea if /Priority/, /Importance/ and /Severity/ of an issue can only be changed by people who has at least can-confirm-rights. Yes, also and in special the reporter of an issue (if he hasn't can-confirm-rights) shouldn't can change the defaults!
