It's not antivirus - I copied DX4WIN 9.0.4.1176 on a Windows XP system I use
for TQSL testing and got the same error:

This has been posted multiple times.
To update DX4WIN 9, you use Help/Check For Updates. The DX4WIN updater
should never be used for 9.x or later.
