Like many others, I could not reach IBMLINK today. IE 8 failed altogether.
Firefox got to the sign-in page but then failed afterward.
It's magically back now. This was never a user 'issue'.

This is to inform you that IBMLink will have a planned outage starting
on Friday, May 20th at 8:00 PM Eastern Time through Saturday, May 21th
at 8:00 AM Eastern Time This planned outage will occur because of the
installation of our Janyary fixpack
