Becky, I may be wrong, but I wonder if you set up this command for Narrator.
It doesn't work on my Windows 7 machine and never has. As a result, I was
able to assign this same command to start NVDA.

One set of instructions says hit the Windows key plus enter simultaneously;

Unfortunately, the items in the start-up folder are only started after the
user has logged in. So putting an icon for JAWS in the start-up folder will
not provide speech on the log-in screen. Now

Another method if you are still having the startup problem would be to take
a JAWS icon and place it in the startup folder, IE the same place where
speak drop box and things like that go to fire up on system boot

You mentioned that you were in a different version of JAWS at one point. If
you installed a newer version, it will usually take over the logon, even if
you don't set it up.

It is a good idea to keep at least 1 earlier version of Jaws installed.
Personally I have J15 thru J18 on all my computers. The trick is to always
make sure that the version of Jaws you want to use as the default is
correctly configured
