I don't think you have to learn cobbling to design a shoe. Try searching Custom Shoes on the internet. There are a number of places that let you design your own shoe and they make it. While none of them specifically say you can provide the fabric, I would think that they might be open to

Yes, there are courses - in London, San Francisco and Melbourne - but not exactly cheap!. Have a look at the Prescott and Mackay website http://www.prescottandmackay.co.uk/ then click on the shoemaking section - and look at the video. Although there's no lace being used I'm sure it could be!
