What is your language related settings ?
You are advised to use latin charset though your list's
default language is english by adding entry in mm_cfg.py.
(see Defaults.py)

In mailman 2.1.x, list owners can set such messages in their own
languages without such inconveniences.

Any Solution? I know you will want to say change your policy on your
mail server, but at this point it's not a option.
Or, you can simply insert Scrubber into the pipeline and save all the
attachments without this patch. ;-)

Have you also tried bin/update --force ?
Another useful script in the bin directory may be dumpdb.
It will dump all the data in your backup file if the format is not
corrupted.
