We do this in the labs we have in the Residence Halls. Just create a user
group in AD with the users you want to restrict access to, then apply a
User Restriction Rights GPO to those machines.

Any Mac using the Berkeley Desktop image should have the ability to do a
Self Service upgrade to El Capitan without needing a technician. But I
know that doesn't cover a big chunk of machines out there.
