One rarely used but real application is where the DS3 coax is run between
two adjacent central offices across an alley. This was the case in Chicago
where the DS3 was a link between ATT Long Lines and Illinois Bell. Because
of possible ground loops the coax was grounded only at one end.
The parameter is normally stated in dBrnC, the actual measurement is
expressed in dBrnC0 depending on the TLP where the measurement is made.
dBrnC - Weighted noise power in dBrn, measured by a noise measurement set
with C-message weighting.
dBrnC0 - Noise power in dBrnC referred to or measured at

Sorry to provide a personal answer but in 36 years of measuring CO battery I
have never seen it fall below 46 volts and never more than 52 volts. This
is regular plant voltage. Some special service equipment bays provide as
much as -72 volts and -130 volts for special circuits.
A typical plant
44 to 52 VDC but I will have to look up where it comes from.

The function of the Blue alarm is that something is deteriorating and will
eventually go to Red if interaction is not taken to correct a problem. Blue
indicates that no single customer is currently out of service but warns that
they might if another failure occurs.
