The Content Types have inherent differences and functionality that would make
that a very bad idea.
You can store web pages (as sites) in a document library but if you're talking
about storing 'documents' in a dedicated Pages library on a publishing site
then I think you will run into all
that you will end up with a lot of Limited Access entries in your sub-site

That's precisely the little administrative nightmare I'm already facing due to
users wanting to grant individual access to documents and directories within
libraries rather than adding them all to a red group,

Still, that shouldn't stop you from using the standard Doc library created for

CSS should override this but setting it using the current table classes may be
problematic.

We have the need to all users to Send To a Document Centre library but not
directly Upload to it. So far as the library is concerned are these two events
differentiated in any way?
If not, is the only solution to hijack the Send To page and run with elevated
permissions?
