Once the call is established, I need to send INFO message at regular
intervals. I'm using SIPP 3.1. Is there a way to loop to a label ?

SIPp version 3.1. If you can provide me a pointer for the version where
it works, it will be helpful.

You need to get a recent subversion trunk version, 3.1 does not have this
support.
