this is an issue with conventions at the xkeyboard-config project.
The convention is to use country-based layouts. That is, in the India layout
file you add the layouts for all Indian languages.
There is an exception for

What you need to do is, once you install Ubuntu, go to the Keyboard Preferences
and select the Thinkpad keyboard model.

After further testing, it appears the issue is probably with Pulseaudio, as it
works with Alsa.
I am able to configure the mixer in order to record with Audacity and arecord.
However, gnome-sound-recorder hangs when it tries to make a recording.

@Victor Costan: 'eclipse' 3.2 is part of Debian's universe repository.
This means that there is not much that Ubuntu can do to remove from the list,
because that list is Debian's. You may contact Debian for this issue.
Being practical, my view is that what's missing is helping hands in packaging
In practical terms, the packaging work for Eclipse 3.4 takes place at the
Debian project and at
http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=432350
Ask politely the previous Debian developer on this, or use your contacts
with other Debian developers to get it done.

The part where you reboot and the switching does not work is a known issue that
has been resolved.
In Ubuntu 8.10 it is fixed. However, for Ubuntu 8.04, the packages have not
been updated with this fix.
