I was - in the end - able to sort my problem out after some Googling!!
As I said it was reporting a Duplicate Key but when I used DESCRIBE and
SHOW it told me there was NO Key!!
Using UPDATE I was able to re-set the KEY and all is now fine with
everything working as expected.

How would that make a difference? Isn't that what he means when he
said it wouldn't work as SU? - either that or he ran sudo su before
running the command, so I doubt that that is th problem.

discovered problem with the 3rd party's website and their strange way of
setting up their downloads.
The question was whether reporting a bug against LibreOffice might improve

I think you should NOT be using trying to run as SuperUser by su or sudo or
anything. It should work without that but i agree it was a good idea to give
it a go to see what happens.

using libreoffice 4.0.1.2, and here are the command line options that it
supports.

Yes, i agree. Not handling a weird sort of Xls is not necessarily a bug.
Native formats might be more of an issue. Since it's an ultra-weird format
and not even an Xls it's definitely not an LO bug.
