repositories, and built OpenSSL 3.0 and Tomcat Native from source. I think

cd $CATALINA_HOME/lib64 (or anywhere you have put the tomcat native library)
ln -s libtcnative.so libtcnative-1.so

The issue was resolved by removin a proxy-setting within Eclipse (Ganymede):
Obviously Eclipse doesn't accept information of hosts to for which

The Tomcat installer .exe will fetch and install the native dll
I'm guessing that you don't have JAVA_HOME set when you try to compile it
(or when you exported the Makefile). Thus the compiler can't find
%JAVA_HOME%\include\jni.h, which it needs to integrate with the Java code.
