Well, it turns out that flowmeter has a decimal point on it. So it wasn't wrong after all. The decimal point was obscured by mud, but the County advised me it has one, and my daughter's cell phone camera revealed it. I am still getting invoices for $200 with huge amounts of water consumed. No one
