change this to float left and it should fix everything up.

I doubt it, even though it is probable the fastest method, it goes against
the node-centric ways of the W3C DOM.
Even though it isn't in the W3C DOM spec, the browser manufacturers have
still implemented it, so it'll still work cross browser.

and I think you want the padding to be 9% from the left side is that
correct?

In the frameset you'll need to add this attribute: scrolling=no -
although it would be preferable not to use frames at all.
