run startx from last one week, but i have not succeded in it.

How about a small wrapper program which can setuid to the currently logged on
user and run the browser?

I have FreeBSD 5.1 on a Dell Latitude C800 with a
ATI Mobillity M4 graphics card and XFree86 v4.3.0.
I have tested with vesa and that works but the overall performance

No, this sounds like a HW problem of your mouse - not the driver.
There is no option to rotate mouse axis by 45 degrees.
