1. emerge --fetchonly e2fsprogs-libs and e2fsprogs
2. Unmerge e2fsprogs-libs and e2fsprogs
3. Emerge e2fsprogs-libs and e2fsprogs. After that e2fsprogs blocked
problem will be gone

You might want to run a revdep-rebuild after emerging the new e2fsprogs,
although the only thing that happened with libraries AFAICT is that

Look at the output again. You don't need an earlier version of e2fsprogs-libs,
you need the very version that is the blocker.
But, to install KDE, portage wants to build util-linux first and it can't do
that because you have an incompatible version of e2fsprogs-libs already
installed. So like

must have missed that I didn't have 1.41.8 installed.

So i downloaded sys-fs/e2fsprogs-1.40.9.tar.gz with Firefox browser to
/usr/portage/distfile and put sys-fs/e2fsprogs-1.40.9 in package.mask.

After an emerge --sync, and the blocking packages, I
got in a hurry, did not think and ran:
emerge --unmerge sys-libs/ss sys-libs/com_err
sys-fs/e2fsprogs sys-libs/e2fsprogs-libs
So now I cannot emerge anything to fix this.

done 3 passes so far and it appears stuck.

What I did to solve this problem was to remove sys-libs/e2fsprogs-libs and to
install it again:
emerge -C e2fsprogs-libs
emerge -van1 e2fsprogs-libs
But I don't if it is good for your case.

eliminated by un-merging device-mapper and e2fsprogs-libs. When I
rebooted was greeted by a maintenance console and the message
libblkid.so.1 cannot open shared object file. A little googling

Well, I think Mr. Dalek is entirely correct, this is the same problem.
e2fsprogs-libs nowadays contains the com_err library, missing of which
was (IIRC) causing problems with, e.g., wget in the olden days.
