Maybe he meant "as" an octane booster.  I listened to a High Plains
Corporation Annual or Quarterly report once where one of the officers
I think said that use of Ethanol as an Octane booster is still a
not-insignificant portion of ethanol use, despite the greater news
coverage given to the more controversial clean-air mandated use.
