I think the appeal to local mappers to pitch in with the new bike route relation definitions is part of the logic here. For example, I already am familiar with the roads of one of the theoretical future bike routes in my area. There's a good chance that a local mapper in that state already knows part or all of the roads in the official bike route.
[ Of course, I'm not putting anything in OSM since it's not even under any sort of official development yet. But if it were, I would be able to evaluate the official route definitions against my knowledge of the roads. ]
