Hi EGNOS delivers a correction Signal. It's possible to receive it in realtime from a satellite or download using FTP.
(I think it's here: http://www.egnos-pro.esa.int/ems/index.html) If the gpx file has an information whether the coordinates are already corrected, the EGNOS error correction could be added after upload to openstreetmap. The GPX file needs timestamps otherwise no correction is possible.
