That's a long time issue. When an already established connection with a server fails, the CC (and TB) gets stuck. It's not very strange that it's the same server most of the time, because it has something to do with the quality of your connection to the server and gmx is supposed to be on the other side of the world for you. Of course it can be related to the time you're connected to the server, suppose you get ten times as much mail from gmx as from the rest, then it's got ten times as likely that that connection fails when you've got a bad connection from your ISP. So, in other words: It's a known issue and it's not strange that it's often the same connection. I don't know how much bandwidth you've got with gmx, but you could consider to check the mail less frequently. That lessens the chance of failure.
