Not exactly, rfxlink is a chip-independent software radio stack in tinyos. It was first implemented for rf230, but currently all Atmel radios (rf230, rf212, rfa1), cc2420x and cc2520 uses this. However, it is possible that rf230 support was only added after 2.1.1, and removed with blip2 merge before 2.1.2 But you can always check the history of the commits in the blip source files.
