Look at the SimpleTicket plugin on trac-hacks. You can give
TICKET_CREATE_SIMPLE privs to anonymous, but not any of the other
TICKET_* ones. They will be able to enter tickets (and you can mask out
certain fields if you want). Hope that helps.
