The naming convention is that used by other Apache projects that
provide independent implementations of spec APIs:
* r1.0 in the artifactId refers to the revision of the spec
* 1.0-incubating in the version refers to our release
If the spec changes their version number between now and final
release (which I think is unlikely but you never know) then we would
change r1.0 to match. If there is in an error in our implementation
or additional errata are published for the spec (but with the same
version number) then we would release 1.0.1-incubating or 1.1-
incubating depending on the nature of the change.
This is the same convention we used for the 0.95 APIs released in
conjunction with M2.
