For both 8686_v9 and 8688_a2 , I can manually associate an AP.
For 8688_a2, I need to set correct region code before  scan.
# iwpriv eth0 setregioncode 0x10
#iwpriv eth0 getregioncode

As to 8686, I understood the driver was broken there as well.  That's why I
