That's "simple titlo", not "letter titlo".

A quick search revealed this page (in Russian):

for "The Lord".  The graphic is low quality, but titlo over DE has a
tiny letter ES under it.

Do we have CYRILLIC COMBINING SMALL LETTER ES ABOVE or CYRILLIC
COMBINING SLOVO TITLO (precomposed)?
