My understanding is that stability promises have been made to W3C and IETF (any others?). I'm also leaning toward asking these organisations if an exception can be made to fix a broken normalisation for Hebrew, given that the present normalisation is not useful. If the UTC doesn't want to make the enquiry, perhaps a consortium of Biblical Hebraicist academic organisations, publishers and software developers could take the matter to W3C and IETF and try to obtain a statement that would allow Unicode to make the change? Perhaps WG2 would also support such a petition?
