Apache sets default charset to utf-8 , but Aegir probably
uses <meta http-equiv="content-type"
content="application/xhtml+xml; charset=iso-8859-1" /> Which
overwrites utf settings.
Hmm, not as far as I can see, cant find any such meta-directive when looking at
the HTML-source...

Any other ideas that come to mind?
There was some place in Aegir settings to change the charset, however if
it has been set to latin-1 for some user for any reason a parameter
needs to be deleted and the person needs to relogin.
It's been a while since I had to tackle this issue but we have people
using Aegir in Finnish with UTF-8, no problem. (I only ever saw this
charset parameter even when upgrading a database from latin-1 to utf-8)
