Yes.  But xdoclet 2 & xdoclet-plugins are different
projects. ( Xdoclet-plugins ison sourceforge )

They are not yet ready.

EJB plugins are pretty new, and lack  manpower. 
CVS version may be in better shape - there was a lot 
of commits to them lately. 

As for template development - this is easier than 
XD1 ( you got jelly, velocity & freemarker )

Still using XDoclet 1.x?  XDoclet 2 is released and of production quality.
