No, the configuration is looking specifically for libcurl. I am sure that I saw a report on openvms.org or comp.os.vms that someone has ported it to VMS. What I do not know is if it was done in a way that a GNV build environment can easily use.
Marty Kuhrt (who has an encompasserve account from which he posts) did the cURL port. http://curl.haxx.se/download.html#VMS I haven't used it - wget seems to work for all the stuff I need.
