Yes, but Windows does allow changing the resolution without rebooting - 
depending on graphics card drivers or something.

I tried it in my first Redhat installation three years ago. It changed the 
screen resolution but not the desktop size, so when I didn't use the highest 
resolution I could only see a part of the desktop at a time. But if the 
desktop size can be changed too, that's great, because then support for it 
can be added to XVNC too.

I suppose it would require a change in the protocol though.
