It''s this way because virtually every implementation - except VNC (and other 
virtual displays, which are rare) - have only a limited range of sizes the 
hardware can display (e.g. 640x480, 800x600, 1024x768). Under Microsoft 
Windows, the hardware is probed to determine the list of sizes presented in 
Display Properties; under XFree86, I suspect the list comes from the 
configuration file (that's the list you cycle through by Ctrl+Alt+NumPadPlus 
or Minus, when changing the display but not the desktop).

Note, by the way, that RandR is currently only in recent versions of XFree86 
(perhaps only the most recent, although I haven't checked). Other platforms - 
such as Sun Solaris - don't support it at all (and likely won't, since the 
hardware, in most cases, is single resolution).
