I do not want to be a bearer of bad news, however it is at least remotely
possible that Microsoft implements a mandatory code signing for any code
that requires access to low-level system routines, such as debugging, raw
network sockets and such. I think they tried that once with the low-level
sound interface in Windows ME in order to prevent people from recording
their own sound output.

If this happens, I bet that WinPcap will not get a signature from them.
