I do not have an answer, just want to ask what's wrong with BBEdit? It has
nice features I found helpful - ability to collapse groups,
color highlighting and validity checking.

I wrote my own 4D-based application for editing resources - for STR#, then
I rewritten it to work with XLIFF. I wrote it to be able to translate many
strings fast - lot of keyboard shortcuts, plus such features as if some
string was already translated it automatically offers translation, it
offers the same value for numbers etc. But for small jobs - adding or
changing few strings - I still use TextWrangler. It is much simpler and
faster, and ability to see changes immediately in design environment is
very important when doing changes to layout strings.
