Was this a recent experience?  Have you tried with the current version
of OO?  You tried it once is not exactly a very good diagnostic nor is
it a very good reason for dismissing an option. 

Personally I use Quanta, but WYSIWYG it is not.  I have also heard good
things about OO.

He may be interested in a framework such as Drupal, Joomla, Mambo, ....
etc. 
Of course this probably requires someone to help him maintain it (ie.
keep it up to date and patched).
