Most people, even if they don't know HTML, will edit some HTML source
code, after the main source was generated by a WYSIWYG editor, but Steff
won't have the time, he needs simple HTML web pages without editing the
source code.
He may be interested in a framework such as Drupal, Joomla, Mambo, ....
etc. Of course this probably requires someone to help him maintain it (ie.
keep it up to date and patched).

Some ISPs now offer managed Drupal hosting. My experience is that most normal people aren't interested in any kind of page editing software, they just want to be able to log in to Drupal and change whatever they need to, using something like TinyMCE:

Either that, or they want someone else to take care of the entire website for them.
