I don't know it especially for codecs, but for pirate copies. In Germany
there were lawyers that did nothing else, but check up and downloads.
These lawyers reports the up and  downloading people behind the IPs. The
law courts were overwhelmed with inquiries, that's why the state of
Germany I'm living in, only gets active against pirate copying, if
someone do it as a business or if it's possible to prove by the layers,
by checking the IPs, that you downloaded material for several thousands
of Euro. If it's proven that you did pirate coping for several hundreds
of Euro and someone reports you, nothing will happen. There are a lot

(Maybe not interesting for you, but it might be for some German speaking
people)

In some and perhaps in all states of Germany it's pirate copying is
really tolerated and I won't belief it will be different for codecs,
that coast less than several thousands of Euro.
