regarding this, there're some great articles in the web:

And last but not least, there's the Pleasure Music Foundation which 
votes for dynamic range:

They have also this dynamic range level meter implemented. They say, it 
will be available for different platforms and as a VST plugin. I think, 
one should go, and implement it for the linux guys? What do you think?
