I've signed up for an account (which is separate from signing up for 
hosting) but I've temporarily decided to not sign up for hosting.

First reason:  They require one year payment in advance; $24 is a bit 
more of a risk than $2 <smile>.

Second reason, in their "acceptable use" page:
