All I can tell you at this point is that "apply to all folders" 
 doesn't work.  Folders within My Docs are listed by name, so that 
 worked.  And files and sub-folders inside SOME of those folders are 
 listed by name, but others aren't.  I'm now experimenting.


March 20 update:  If I go through an individually rearrange each 
folder, then the change sticks (and apparently only in the "details" 
view).  However, "Save As" on web pages and text docs, the choice of 
folders is all mised up each time I try to save a document.  Meaning, 
I can click "save as," arrange the folders so I can easily find the 
one I want, then save the doc.  But when I save the next web page, 
the choices will all be messed up again.
