Cat is talking about the short cuts on the Start menu.  The Taskbar,  as you 
rightly say, consist of active programs/task.  That's my bet any  way.  Having 
shortcuts to my computer and my documents in the start  menu, instead of 
going on to the desktop makes a lot of sense to me, but I await  clarification.
