You can run System Restore from the Vista installation DVD.  That's the 
first thing I would try.  Just put the DVD into your drive and bootup.  
You'll come to a screen with the option "Repair Your Computer".  Follow 
the prompts and they will restore your Vista system files (registry, 
etc.) to the last Restore Point.  You won't lose any data - it's just 
like using System Restore from within Windows.  If that fails, then do 
the same thing again, but this time it will go back to the "previous" 
Restore Point.  Keep trying till hopefully you'll get to a restore point 
where the pc was working fine.

But if the above doesn't work you might be forced to totally erase the 
drive and re-install Vista from the installation DVD.  Which is too bad 
since it sounds like the only prob is some problem program that is 
trying to load at start-up.  But if you can't even use Safe Mode to fix 
it, then you might have to reformat.
