One thing to look at is your BIOS. If the drive isn't seen by your BIOS
then it's pretty unlikely Windows will see it (although there are cases
where BIOS doesn't matter).
Download your computer or motherboard manual and find out what key(s) to
press to enter BIOS setup at bootup. I'm assuming this is an internal
drive plugged into an IDE cable on the motherboard? Once in setup
you'll see a list of all the IDE devices including your Hard Drives.
The DVD drive should be listed there too (maybe as an Optical drive).
If it's not there, choose the option to "auto-detect" IDE devices.
Hopefully that'll find it - then save the settings and exit Setup.
If the drive keeps disappearing from BIOS, then you might have a CMOS
battery that's wearing out (you said the PC was used - is it over 3 or 4
years old?). You can try replacing the silver, round, watch-type
battery on the motherboard. You can buy them from Radio Shack or
Walmart for a few dollars. If that fails, you can try plugging the DVD
drive's into a different slot on the ribbon cable, or into the other
IDE slot on the motherboard (if it has 2 slots). (Be sure to adjust the
jumper settings on the drive if you move it). You might even try using
a different ribbon cable in case the current one is faulty.
Of course it could also be that the DVD drive itself is defective.
