There's a certain key or key combo you press to enter BIOS setup at 
boot.  As soon as you hit the power button look on the screen for a 
brief message telling you what key(s) to press to enter BIOS setup or 
sometimes called CMOS setup.  You can also find this info in the 
computer or motherboard manual, or by downloading the manual from the 
computer maker's website.
Sometimes the key to press is Delete, or Escape, or F10, or F1.  Depends 
on the maker of the BIOS and/or the PC.

But it sounds like you are having some really flaky problems with all 
your drive letter assignments.  You might try unplugging all your USB 
devices (except for keyboard and mouse of course), going into Device 
Manager, and removing your USB controllers.  Then reboot and let Windows 
reinstall them.  That might help.
