It does not damage the surface of the Hard drive disk Jim it affects the Hard drive control board as you point out.

If you wrote software to intervene in the hard drive controller, maybe it would be possible for it to damage a hard drive, but I seriously doubt that anyone without a knowledge of HD control software could damage a drive. And I can't see how anyone would benefit by creating such software.
