I haven't read the posts , but I will bet that it is a Dell as they have a shortage of power on usb.

Just touching the outside of a USB port shouldn't cause anything to happen. Are you sure your power supply is of sufficient wattage to drive all the devices you have on your PC? Do you have a lot of USB devices plugged in? It might be that your Power Supply Unit is being overloaded and going into powersave mode avoid overheating. Some things you could also look at: Check out the Windows power settings - in Control Panel under Power Options - for any obviously problematic settings. Also, enter you BIOS setup utility and find the power management options (usually called ACPI or APM). It's usually best to disable all the BIOS power management settings and let Windows handle them.
