Yeah, all that info you give kind of points to an electrical short 
somewhere in the case.  It could be a lot of places - it's pretty common 
for the back of the motherboard to be contacting metal if he forgot to 
use rubber washers on the screws.  Or it could still be the switch.  But 
maybe since the prob only seems to be with the front USB ports it's 
possible it's just one of them contacting the metal on the case. 

I dunno how comfortable you are inside the case, but I would try looking 
in there and maybe removing those front USB headers and re-installing 
them carefully - making sure there's no metal to metal contact.  If 
they're in a drive bay it should be easy - even if they have they're own 
cut-out it wouldn't be that hard to reach in there undo the screws that 
hold them in.

An alternate thing you could try would be get a USB extension cord - or 
even a hub - and leave it plugged into that port.  Then just plug your 
camera, etc, into the hub or extension.  Then you wouldn't be plugging 
stuff into that bad port.  Of course you might still have the prob when 
you use the hub - I dunno - but it might be worth a try.
