Right. The USB ports are on the PC. This is a computer that an idiot
built for me two years ago. I had it a month or two and had to replace
the power supply myself. I'm not home, but I think I got a 400w.
Eventually he discovered the problem was the power cord shorting out
and replaced it. No problems since. I used to have this same USB
problem back then too, but I don't remember what the cause was. I
guess he fixed it. At that time however, it didn't put the monitor
into sleep mode, it powered off the computer.

Just before Christmas I installed a new video card and another memory
stick. I have two USB ports in the front of the box. These are the
ones I plug my camera, etc. into (that caused the problem). I have the
following USB things plugged into ports in the back: keyboard, mouse,
scanner, HP printer, and external hard drive.

Does any of this help?

I'll check the BIOS settings when I get home today.
